I notice when I want to top off my iPad it takes sometimes 10 min or more to start charging once I plug it in. I'm using my MBP charger. I've tried different chargers. Charging optimization is off. Is this normal?
 
I haven’t noticed any delays in charging starting with a charger connected directly to the iPad or connected to the Magic Keyboard port.

Mine starts charging when plugged in no matter what charger I am using.
 
I’ve tried several chargers. The charge indicator comes on as soon as I plug them but they take 5-10 mins before the percentage goes up.
That's sounds normal. Especially if you are trying to "top off iPad" as you said, since the battery management chip charges at a slower rate when the battery is already at a high state of charge than it does when nearly depleted.

It’s not normal
It should take a minute or two tops

If it’s 5-10 mins, it’s not fast charging
 
I’ll wait until the battery is very low and try it.
You don’t have to wait for it to be “very” low, it’s just anything over 80% is basically a trickle charge.

So if you’re looking to test, wait until 70%, then plug it in and it should charge at a normal rate until it hits 80%

Mine charges right away at 35 watts when I plug it in.
