Just got an iPad mini 6 with 64GB and set it up last night. This morning, I see that the storage is full (63.8GB), mostly taken up by 42GB of Photos (using Optimize iPad Storage).

For reference, I have a 562GB iCloud Photos Library and on my iPhone (also set to Optimize iPhone Storage), Photos takes up 16GB even though I have more than 100GB free on a 256GB device.

When I try to download a Prime Video movie onto the iPad, I get an error saying there’s not enough storage. Given the Optimize iPad Storage setting, I would have thought it would shrink the Photos storage to allow for the download.

Is there a way to limit the amount of space Photos takes while optimizing or some other solution that would allow me to download movies onto my iPad?
 
This sounds curious and it sounds like Optimise iPad Storage isn't working as it should. It should replace a lot of your photos and videos with thumbnails on your Mini.

Have you considered reseting the iPad and starting again?

Go to the photos in settings and there is a slider there to enable or disable photo optimization. It will tell you how much it can save.
