iPad Pro New iPad restore got stuck

I was setting up a new iPad today and the restore got stuck, with 2 apps that wouldn’t budge. I deleted them and have installed both from scratch.

When I go to Settings, it says that a restore is in progress and it shows an additional 22GB of space being required. The iPad has plenty of space and nothing seems to be happening.

Thoughts?

Maybe erase it and start the restore process again. If that doesn’t help, maybe start from scratch with an empty iPad.
