I just bought a new iPhone 4 (actually it was free with my phone plan). It came with 6.1.3 preinstalled. Can I jailbreak it? Or do I have to have an shsh from a previous version?

6.1.3 can't be jailbroken right now. Earlier firmwares aren't signed by Apple anymore so you are out of luck for a while.

Thanks for the replies. I just realized that my wife's new phone is on 6.1. Should I be able to get this one to work, or am I still out of luck?

Yes, you can JB 6.1 untethered.
    Use the Evasion JB program.
