Guys, I am completely stumped here.
On my new iPhone 7 under iCloud backup manage storage it tells me it wants to backup Photo Library for 41.53GB
Yet on my iPhone 6s Plus under the same it correctly tells me at the bottom "Photo library is backed up separately as part of iCloud Photo Library.".

What confuses me is why is the new 7 not including the Photo Library being backed up already?
I have all the settings made correctly in iCloud Photo Library.

Really could do with some help here please.
 
Pretty sure that the iCloud phone backup and iCloud Photo Library are separate things, so each one can have what's in your photos depending on how you are setting it up.

Agree and this is why I am baffled.
The 7 is using an encrypted backup taken from the 6 and I have not changed anything.
It is beyond my understanding why the 7 wishes to backup the 'Photo Library' when I backup my photos to iCloud Photo Library.
Upload to iCloud Photo Library is also enabled on both but the 7 for some reason is not using this but instead wanting to backup Photo Library as part of all the apps in `Show All Apps.

Perhaps some default setting when it comes to new devices when they are added? Sounds like you should be able to turn it off for iCloud backup and it should all be the way it was before for you.
 
Well I'm hoping to sign out of iCloud on the 6s Plus tomorrow when I have gathered all the anomalies I have found.
I'm hoping signing out will clear something and make the 7 realise Photo Library should not be backed up with the other apps and allow me to in turn upload new photos to other devices.
 
Well, I tried signing out of iCloud and signing back in. Still nothing. Now I've noticed I can not perform an iCloud backup. It gets so far and fails simply stating not enough room in iCloud for a backup. I'm sure it's the Photo Library wanting to backup that is causing this. Why oh why it's showing is beyond belief, the iCloud Photo backup should be taking care of this.
