In 26 March I purchase NEW iPhone XS Max from normal store in my country ( United Arabic Emirates ). When I open the iPhone I find AT&T SIM card in the phone and when I check the IMEI number the phone in BlackList!!! how?? also The Apple warranty start new I open the phone that's mean the phone never contact to wifi

IMEI: 357264098583298

help please what I can do

Sounds like they sold you a used phone from America. Original owner likely sold before paying off ATT and they blacklisted it. It would still be usable in your country but the Apple warranty would have started when the original owner bought the phone.

Be careful. Not sure if AT&T uses the “global blacklist” or not which means it’s a brick no matter where it goes.

They probably bought the iPhone in the US through AT&T under contract. It's normal for carrier-bought phones to be pre-activated, even if the phone is still in the box, the carrier already register the IMEI. But then maybe the person failed to pay the subsequent billing (since the phone is only bought to be resold), then the phone is blacklisted.

I have succumbed to a sleazy iPhone reseller before. So regardless of the price, I only buy direct from Apple. Considering the still high price, it's not worth it to buy the iPhone form anybody else other than Apple.

If you paid good money for it, I would try to see if you can negotiate with the reseller for a refund or at least a discount.

The best advice I can give you is to take it back to the store where you purchased it from and have them exchange it for another. It sounds like the store sold you a phone that was used before or maybe even stolen.
