iPhone 11 Pro New iPhone stops charging at 80% (Optimized Battery Charging off)

I got a new 11 Pro a couple days ago, and I noticed that it sometimes does not charge past 80% or only does it if I reboot it or connect it to a different charger. It's kind of random. I have Optimized Battery Charging off. No, it's definitely not overheating. Did I get a faulty one? The 80% bit is suspicious. I had 13.1.2 for a while, then updated to 13.2 beta but it does it on both.

Try a full DFU restore via iTunes/Catalina Finder, and if that doesn't help, it needs to go back.

ok so I figured it out and no, DFU restore didn't help. Guess it's going back...
