Noob question from a noob... but does the iPhone allow the wallpapers to be displayed when it's actually in use.. like I think Springboard does?
I've always been frustrated by the fact that my iPod touch only displays the "wallpaper" when I'm waking it up from sleep mode with the "slide to unlock" screen.
