My local Apple Store has a 13" Late 2016 MacBook Pro in stock and I'm thinking about going to buy it.

The main thing I want to change about the laptop though is the RAM. 8GB just seems small... I want 16GB. Can that upgrade be done in-store? Or is the memory soldered to the motherboard now?

Unless you will be doing heavy load work (as in rendering and editing video, working with technical programs etc) on a regular basis, 16 GB of RAM will probably be buying overkill. OS X is much more efficient than Windows.
