the plain M6 would be a different die size than what would qualify as a M6 Pro.
Historically when Apple build a 'plain' Mn , Mn Pro , and Mn Max they made three different dies.
For example back at the M1 timeframe.

The "pro" and 'max' are physically separate implementations than the plain M1.

The reports are that Apple is skipping making the M6 generation Pro and Max size dies completely to 'save time' to get to the M7 versions of these. It is also likely $100's of millions of dollars cheaper to skip those. It isn't just 'time savings'.

There was no M4 Ultra. Even more money to design and make. So even more pressure to skip trying to track dropping a new one every 12 months.

The 'plain' M6 chip has hand-me-down path to mutiple products. e.g. iPad Pro -> iPad Air. It will be sold for mutiple years in far more relatively high volume products ( MacBook Air).

With the M5 generation the Pro and Max are somewhat like the Ultra in that they are each composed of two chips.
Pro -- CPU chiplet + Pro GPU chiplet.
Max -- CPU chiplet + large Max GPU chiplet.

Before there were two dies to make two products. Now there are three dies to make two products. ( technically three because the Utlra uses 2 CPU chiplets and 2 Max GPU Chiplets. But it also even more complicated to make. And eyewatering expensive so the volume is not going to be relatively high. The Ultra is extremely likely not coming every generation. ).
