I setup a new Mac Mini. It's signed into my Apple ID. It has all my message history (from Messages on iCloud). If I wait a few moments, my new messages will be synced to the Mac as well.

And it's able to send new iMessages to my contacts. But it doesn't directly receive any messages others send to me (I can see these new iMessage fine on my phone). Also, the new iMessages the mac sends to others are visible on my iphone, but new messages my iPhone sends to others are not visible to the Mac.

Finally, when others send me a message, I see typing indicator on my mac mini - just never the actual message even though my iPhone receives the messages fine.

I also tried to sign out of my icloud, sign back in. I even reformatted & reinstall the mac (it's a new machine). Nothing works. Even when I reformat the mac and create a brand new user account, once I log in my iCloud, I can't get it to work.


My iPad receives & send iMessages fine. Strangely, text msg forwarding works as expected. If I text SMS someone on my iPhone, it's forwarded to my Mac instantly. But if I iMessage someone, that doesn't appear (well, it appears much much later, maybe 30min to 1hr later, when iCloud sync has done its job on both devices).

Im guessing its some sort of key exchange error? But how do I fix it?
 
Maybe check your main Apple ID on Mac is set to the phone number, failing that sounds like the encryption key is not matching on the Mac - sign out of all devices and back in one at a time with the iPhone last. Could always speak to AppleCare who might do stuff behind the scenes / guide you, but guessing this is the answer.

I already tried signing out on all my devices. Then signing back in. iPhone first signed in, last is the Mac. DIdn't work at all. I was hoping time would fix it. Left max on overnight to finish syncing. Didnt work either.

I can try it in the order you mentioned - iPhone last
 
Have you checked to see that text messaging forwarding to your Mac Mini is turned on in your iPhone settings? Go to Apps-->Messages and scroll down to Text Message Forwarding. Be sure the toggle switch is "On" for your Mac Mini. That's the only thing I can think of....
