The trackpad needs heavy pressure to work. I went to the trackpad setting and that option is missing. (2013 macbook pro)

Is there an upgrade to get it?

The trackpad should not need heavy pressure to work (although heavy is obviously subjective.)

Did the amount of pressure required to create a click increase? If so, this can sometimes indicate that the battery may be pillowing (and it will need to be serviced if this is the case.) Additionally, IIRC there is an adjustment screw in the trackpad assembly that sometimes needs to be adjusted (someone smarter than me will verify.) Further, sometimes gunk can accumulate in between the edges between the glass trackpad and aluminum unibody frame, and this can result in requiring more pressure as well.
 
No force touch on MBPros before the 2015 models.

I agree completely with ZapNZs about the possibility of a swelling battery. Your MBPro is 4 years old, and that symptom can easily get (much) worse.
It doesn't take long to open the case and look at the batteries. Swelling will likely be easy to see.
(Battery can swell and make the trackpad less responsive, or too responsive/glitchy, a variety of symptoms can happen when a battery may be swelling UP against the trackpad.
 
I bought this MB from Gazelle and received it today.I have the option to replace it for a later model.
From 2014 04 2015.Which one has the force touch?
