I will receive my new MacBook Pro Retina tommorrow. I have a complete backup of DP7 of El Capitan 10.11 on my Time Capsule.

When I receive my new Macbook, can I put the DP7 El Capitan via Time Capsule back on the new MacBook?

Since your new MacBook Pro would 100% load Yosemite, I doubt if Yosemite would even read El Capitan backup.

Your best bet is using a USB installer disk to recover from your time machine backup.
