Thinking of getting the new imac to be a desktop and plex server, can you reduce the screen brightness to off or even turn the screen off without putting to sleep?

Why not?
But from another aspect, unless you set to keep it on permanently, the monitor will sleep if the computer does not receive interacts after a period of time.
This is a basic power saving function of a desktop computer, isn't it? Regardless Linux GUI, Mac OS or Windows.

Just go into system preferences, set sleep to never, and display shutoff time to however many minutes you like.
 
One of the easiest way is setting up a Hot Corner in System Preferences like chabig said.

You just use hot corners like above, make it one that doesn't interfere with how you use your mouse and you're good to go.

control-command-Q should lock the current session, present you with the login screen, and turn off the screen after a few seconds. At least it does on every Mac I've owned for the past 10 years or so.
