new never activated 4s on another provider?

HI all, I am thinking of getting a 4S in Canada with my free yearly upgrade on my Bell corp plan. They will send me a new 4S never activated. However, I am not thinking of using it. But plan on giving it to my wife who is on telus. If I put her sim in, will it lock to telus?

No and it even require you to put a Bell sim in it for your to be able to activate it.

damn it, I am so sick of these locks...isn't the contract enough to lock me down?
