New on the App Store?

I found this "related" bar while searching.. I've never got it before.. On any other country store

All mostly.. And this one is only on the US App Store..
And 1 more question.. How can they add a feature without an update??? Do they have access to the app? I had this question from a long time cause even in ios 6 there was some change ...

The App Store is just a wrapper app like many of the "apps" which only use 1 website.

I don't get this, perhaps just being tested in select countries/app stores?
