I bought a replacement battery for my 15" PB Titanium, and after the initial charge (when it reached 94%), it now only reached 46%.

I have discarded the preference files that look like they pertain to the battery, but it still only charges to 46%.

Anything else I need to do/reset/eliminate/change?

You said you got a new battery? Looks of it, your new battery is defective; get a free replacement; just call Apple; they will send you one next day and then you send your defective one back.
 
where did you get this new battery? Apple no longer produces batteries for TiBooks, unless it was some old stock lying around..
 
did u try recalibrateing it, it might help, my new powerbook battery had a similar problem it only charged to 86, but then worked perfectly fine after i calibrated it

just drain it completely until the comp goes into sleep mode, then let it sit for a few hours (i usually leave it for 4-6 hrs), after that plug it in and charge it to full, it should be fine if not then call apple, good luck
