iPhone 13 Pro Max New Private Window tab not available in safari

Out of the blue, Mew Private Window Tab is not available (black skin). Anyone has similar issue 15.4.1? How to resolve.
PS, using low battery mode, no background refresh. Thank you.

Did you try pressing and holding on the tabs icon? A menu should pop up with options. Private Tab should be one.
