So, this is only now happening in the past week. I haven't really made any changes, updated programs or even the system.

What happens is, I'll open a couple application, Safari, FF, Mail, Mailplane, maybe a twitter client. At some point, all the free memory is gone. so, I shut things down.

But, only about 200MB of 4GB seems to free up?

Where is it? there aren't things listed in the the "all processes" that add up to anywhere NEAR this amount of memory?
 
I Believe it may be Cache memory storing the last accessed pages or programs, It won't free up until it needs more memory. I really don't think it is a problem unless programs fail to open and you get the spinning beach ball.
Try rebooting the system and see how much free memory you have on startup before running any programs.
