Do you think ios 27 will leave the old siri on iphone 15 and all the other models not capable of on-device-AI, or Apple will still give us the new ai chatbot app?

I would be nice if they gave older models just the chatbot that doesn’t do computations on device (like chatgpt).
I think older devices will keep the old Siri. When I bought my daily driver 16e, I learned that the reason it has the A18 processor (even though it is not considered a flagship device) is specifically so it would be able to handle Apple Intelligence. That tells me that the older processors (maybe pre-18?) are not able to use Apple Intelligence - they're stuck with what they already have.
Note that I'm in no way an expert and may be off the wall, but deductive reasoning to me says the old Siri will remain on the 15 and older.
Thing is current Siri feels like 2010 technology. Ofc 15 and older don’t have ai capable chip but i think the chatbot just like chatgpt and others doesn’t need the the AI chip, as all computation happens on the server. I hope they just exclude some functionality from the chatbot but still ship it for iPhone 15
