does the new update fix the low battery life issue?
 
Yes, the update transforms your battery into a superior, longer lasting battery, amazing huh?

Do I have to get an Apple authorized drill or can I get a cheaper one at Home Depot?

Kidding aside (and risking seeming stupid), can't firmware help a bit in the efficiency of how the software utilizes the battery? From what little I understand, I doubt it'd improve monumentally but perhaps incrementally?

Not really. The ARM chips used aren't as advanced as an intel chip, for instance. They might have different hardware sections for decoding MP3 or video, but if so it's all in hardware. Unless Apple's code is terribly inefficient, I doubt you'd notice any difference.

v3.1 update caused a lower battery life compared to v3.0
