I bought a domain name at 1and1 and was wondering if I created an e-mail address under the admin section, does it bill me for e-mail hosting or does it just create an address and I can use someone else to host it?

If you only bought the domain without any hosting probably nothing will happen.

Tip: You can let Google manage the email for your domain for free:

http://www.google.com/apps/intl/en/group/index.html

That way your domain email will be just like the regular Gmail, with all the options and features, but with whatever@yourdomain.com. During the setup process it'll tell you what to change in the settings of your domain so it'll know that it should use Gmail's mailservers.
 
I second C64's suggestion. I love using my Google Apps account and this Fall they've promised to give us the same rights as Gmail users (provided the admin of the Apps account turns it on, as I will do)
