Newbie: Can't boot to CD on Mini

I've got the original restore disc that came with my mini (1.42GHz G4) but it doesn't want to seem to read from the disc. I know the disc works; this will be the second time I've used it; same disc, same machine. The disc isn't scratched or anything.

I plopped the CD in, and turned the unit on. Nothing, just goes to the question marked folder because I wiped the hard drive clean. So I power it off, hold down the "C" key and turn it back on. Both times the CD spins up a couple of times but goes straight to the question mark.

Any ideas?

start up mini and hold p-r-option-apple

hold down until you hear your mini chime 4 times

then hold c key down.
