No its for all iOS devices but if you don't see the icon go to settings-general/ region/language change it to USA and restart the device. it should come right after.

Try using the home screen search, "News"
Unless your device thinks it's in an unsupported country it should be there.

I'm in the USA. I rebooted my iPad and it now it's there. Weird.
