I am in Canada and I see the news app in notifications. It has Canadian news. However, I don't have apple's news app on my phone nor can I find it in the App Store. What's going on?

The News app is not available in Canada. If you really want to use it you have to switch your iPhone to the U.S. or another supported region.

I see the news in the notifications though! It shows the little news app and I can see news compiled from several Canadian news sources. It's almost as if the news app is hidden within the iOS.

It pretty much is, actually. It's currently installed on your phone, but it's hidden. If you want to unhide it, change your region to U.S.

Well technically it's there, just disabled. Hopefully they enable it for more regions soon.
 
Same thing from Germany. But if I recall correctly, I already had this in notifications since iOS9

Yep I see it in the Siri Suggestions page on the home screen, but not in the Notification Center.
