It appears that in addition to Apple adding their own sticker packs to the App Store that now their first party Apple News app is also available. I'm running the beta so I still have the preloaded app that isn't yet able to be removed but it still appears in the store for me. Also, I'm in the US so I'm not sure if those countries that have yet to be supported (yes, I know, most of them) will be seeing this either.

I just found this interesting and thought I'd report it to you all. I still want to hold out hope that this will mean they'll update their apps independently from the OS even though Federighi said otherwise (on Gruber's The Talk Show).

News doesn't show up in Canada in the App Store.

Also I doubt this means apps can be updated independently. Aside from the new sticker packs, all those stock apps you see in the store are not actually an app. It is basically a toggle to turn back on the app. Nothing at all even gets downloaded. (You mention the Gruber interview, so I assume you've watched it. They mention this in that interview)

Ah, so I guess it isn't going to be available in other countries yet. That's unfortunate. I get the sense that it's currently curated much more towards U.S. news though, so I could see that as maybe a reason they haven't done so yet. I know if I lived in another country that I really wouldn't want to see a lot of news about America. Not the best reason but it's an idea.

I've seen and read about how the apps aren't really uninstalled and for the most part that doesn't even bother me. So yeah, I know that they can't update them independently as things stand. Just wishful thinking for the future. I'm definitely going to "uninstall" some of the stock apps but quite a few of them I do use and enjoy. I think it would be nice if they could tweak things or add new features to Apple Music without an OS update for instance.

The thing is though, News isn't a deletable app, so therefore it's possible they might be going this route, or making News deletable in the future.

It will be deleteable in future beta. Or at least, removable.
