Possibly pushed it back from Spring to an October release? If it was set to come out in March or so, then the A19 Pro would have been the best chip available to go into it, while if it's been pushed back until after the next iPhones launch, then the A20 becomes an option, so why not. As it doesn't get updated for a good 2-3 years between releases there's no real incentive to hold the chip back a generation as it ends up being one of the last devices sold on a platform most cycles anyway.
 
Both A19 Pro and the upcoming A20 Pro should be more than enough to power the iPad. OLED display will be great along with better water resistance. Expecting a $200 increase due to the switch to OLED display and maybe even the difference between WiFi and Cellular will increase by $50 to $200 (up from the current $150).

Given that Apple is increasingly positioning it as a pro-ish tablet for people who want a compact form factor, that would be a welcome addition.
Not sure how they positioned it increasingly "pro-ish" in the last 2 generations? It's very similar to the base iPad except the display is laminated and there's support for the Apple Pencil Pro. The A17 Pro in the current model is the oldest A series chip to support Apple Intelligence/8 GB RAM.
 
I do wonder when I will buy another Ipad Mini since these are solid and reliable devices and my current one is still great; its a 2021 model. I do wish the brightness was better and the volume louder. But other than that its my go to device.
