Universal No Books reading goal notifications

I’m not receiving reading goal notifications on any iOS or MacOS device. I have it turned on all devices. I’ve disabled and enabled multiple times. If I look at my Notification Center I can see the notification but it no longer appears as I’m reading. What am I missing? Thanks

I haven’t gotten them either for awhile now. Like you I see them in the notifications but never while I’m reading.
