I want to get my son an 3GS iPhone but don't want to do an upgrade. I just don't want to extend my contract with ATT any longer. I know that sounds obsurd, but I do have my reasons. Anyway, where is the best place to just purchase the phone?

You can buy it from Apple or AT&T for $599/$699 for the 16GB/32GB respectively. That is the no-contract price.
I'm sure you can find a used 3GS cheaper around Craigslist/eBay.
