I have noticed this only since I upgraded... I can still send to trash or drag and drop into another folder... but I can't cut or copy a file...

Works just fine for me. I use copy and cut all the time.
command + c to copy, command + option + v to cut and paste file seems to work.

You can also right click on a file to copy, then right click in the folder you want to paste to.
Holding down the option key before pasting will bring up the "Move Item Here" option, which is effectively "cutting and pasting".
