No FaceTime on iPhone 4S iOS 6.1.3

    It is still the same when i factory-resetted it.

    Settings-->General-->Restrictions

    Make sure Facetime is allowed.

    Restore and setup as new.
    Don't restore from backup.

    ^This. Also, make sure your carrier allows FaceTime over cellular, and use WiFi, not another iPhone/iPad to get tethered to.

    Good advice, but he should probably make sure it's not disallowed in restrictions first, no?

    Yes.
    I'd check the restrictions first before wasting 10-15 restoring:D
