No ios 7.03 update

My ipad mini and my iPhone 4S both have not been able to find the ios 7.03 update. Any ideas?

Turn off wifi and try it with cell signal. If you find it then, turn wifi back on. Wa-la!

turn on turn off WiFi several times over a couple days did not bring any result
rebooting the iPad once did brings the the 7.0.3 update option (which is useful to delete 7.0.2 software update cache that cloged my iPad 2 which is still on iOS 6)
