I got a 4S a few months ago, and when I first turned it on (during personal setup in the Apple store), it walked me through a setup for iCloud, Internet access, Apple ID, email, etc. My sister recently got an iPhone 4, but this setup did not take place upon first boot. She had to configure everything manually, including iCloud. Does this mean her phone was used, or is this feature only available for the 4S and not the 4?

It could mean that whoever she bought it from at the store might've activated it and set it up in a basic manner to get her walking out the door with a working phone. A genius at the Apple insisted on doing this for me as well, despite my asking him not to.

It shouldn't be too big a deal. All she has to do is erase all content and settings and it should reboot on the welcome screen, letting her set it up the right way. That was the first thing I did immediately after my phone was handed to me at the store.
