I am no longer allowed to purchase free Apps; why?

This all happened after forgetting my Apple ID Password and resetting it. The new password is in effect and works on iTunes, but I'm no longer allowed to purchase Apps from the App Store. I've checked all my Billing information and it's all correct. I have enclosed 5 screen shots in the order they appear on the screen. The last screen shot, number 5, which is the final error message, is hard to see because it was on a white background.

Please help. :)

Have you checked that your keychain, on Mac or in cloud, is properly cleaned out?
Sometimes it goes wrong.
 
Partron22 - I tried doing that in System Preferences>Privacy & Security>General, but then it says the old password I entered is incorrect.

newNullResponse is a generic error message from iTunes servers.
I get this occasionally, when testing code. I hit the iTunes servers much more than the average user ( averages about 100 times per day ). Typically it is just a server issue. This is the time for me to browse Macrumors for about an hour. Everything seems to get itself back in order.

If it has been over an hour or so, contact iTunes support. They should be able to get you going again.
 
I'm having this too due to a legitimate billing error, but I can still sign in - just can't redownload even a totally free app. WTF
