No Option to Select "While Using the App" From Privacy & Security -> Siri & Dictation

Can anyone assist me with this unusual situation? In wireless CarPlay or holding my wife's 14 Pro, enabling Siri for directions results in it telling me it does not know where I am at.

Going to Privacy Setting, Location Services (On), then Siri & Dictation only has the "Never" option. How do I get the option to choose "While Using the App"? Thanks in advance.

Don’t know if you fixed it but in Screen Time try turning off Content & Privacy restrictions

From my research I was hoping it was already on to fix, but it was off. If 17.4 doesn’t fix, I’ll probably need to do a reset as someone else suggested. Appreciate the tip.
