No photo albums on iPad

Hi. I recently did a refresh of my 4th gen iPad and I can't get the photo albums that I want back on it. I don't even have that option in iTunes, contrary to what I have with my iPhone. What am I doing wrong ? Thanks

My guess is that you have iCloud Photo Library inadvertantly turned on for your iPad; I believe that having that turned on takes away the option to manually sync in the way that you are syncing photos with your phone. Here is Apple’s support page on this topic:
