No Photos, Documents & Data toggles in iCloud Settings

Hi,

I recently got a new iPhone 5S and in the iCloud settings screen neither the Passbook, Photos, nor Documents & Data toggles are displayed. iCould is turned on and everything works perfectly on my other devices, everything else with this new iPhone works as well, I'm just not getting the option of turning on the three aforementioned features.

Any help on this would be greatly appreciated. Thank you.

Is that the only iCloud account on the device? Sounds like a secondary iCloud account.
