no tax charged on iphone pre order

I pre-ordered through verizon and received my phone Friday. I don't see where I was charged tax, or it was charged incorrectly. I see a $30 upgrade fee and $3 in tax on that. Am I missing something?? I didnt pay outright for the phone I'm doing installments if that matters..
