No trash option, Finder wants to delete immediately

New drive in old Mini, now an SSD w/ HDD clone of 10.9

Now there is no option to trash, Finder wants to delete immediately
tried Terminal command:sudo rm -ri ~/.Trash
tried booting to Safe mode then re-starting
tried resetting P Ram
.Trash info says I [only] can read&write

I don't recall ever fixing that though I may have.

Well when I entered what I did (see above) I was prompted to delete the file and I did.

At any rate I ended up selecting 'Ignore Ownership on the Volume' and the issue has gone away.

This happens to me on all external drives, but not on the main internal drive.
