I am currently running iOS 9.3.5 on my iPhone 6S Plus and it is not showing an update for my Apple Watch? I have restarted my phone and watch already with no luck. Anyone else having this issue?

Maybe i'm misunderstanding but you cannot update your Watch to 0S3 without having OS10 on your phone

Right once ISO10 is installed on the Phone, the watch should update shortly afterwards You may have to restart the phone and the watch, and then the watch will 'see' the update...
