A friend of mine has an Iphone 11 Pro Max with 16.4 installed and we cannot get the Voice isolation to even show up on his phone, we have tried everything, Yes we call each other first lol--Any ideas why? I have read that it will work with Iphone 11's!!
Unfortunately, I don't have any ideas and honestly haven't even heard of the feature until just now, but I did want to confirm from the proverbial horse's mouth that your friend's iPhone is indeed compatible with this feature:

You've linked to Voice Isolation for FaceTime, which has been around since iOS 15. However, I believe the OP is talking about Voice Isolation for cellular calls, which was just rolled out with 16.4.
On iPhone, Apple offers a Voice Isolation feature for use during cellular calls. Keep reading to learn what Voice Isolation does and how to enable it. In iOS 15 and later, Apple includes several new features to make video conferencing with FaceTime and other video calling apps more appealing...

From what I am reading, it's supposed to work on any iPhone running iOS 16.4.
