Noob help using a phone in mexico not on original carrier

I was given an Iphone 4gs which was acquired through at&t. I am currently living in mexico and would like to use my iphone with a local mexican carrier. Its on 5.0.1.

Is this possible?

My questions are:
Can i get a local plan (MX) on this phone?
What would I need to do to the phone to prepare it to be used by a local carrier?

You cannot use AT&T iPhone 4Ss on any carrier besides AT&T. They do not unlock their phones. You need to buy the non-subsidized, unlocked phone if you want to use it on another carrier.
