Northbridge temperature is 80ºC in my Mac Pro 2006

Normal, IDK but it is within safe working temperature. Mine sits around 68 at idle and 80 under load.
Yes. That's why Mac Pro 2008 is having a large radiator on chipset with heatpipes.

Is there a space there to fit a small slowly rotating fan to push some air through the heatsink?

Get a north bridge cooler. Just google it. Get a fanless one if you can. One problem is fitting them on a mac mobo. You can make adjustments to make it fit though.
I am not 100% sure but I think that with smcFanControl you could up the minimum fan speed. The machine would be a little louder but you could get the temp down.
The chipset's datasheet states in absolute maximum ratings section that storage temperature should not increase 85ºC. I can't seem to find absolute maximum operational temperature. Personally, this is quite a thin margin between actual operating parameter and absolute maximum value (=no go zone in electronics design lingo.)
IMHO it's a bit hot, i'm using Fan Control to avoid fast aging

Update: I have taken the heatsink off. It had horrible bottom surface so I sanded it flat and put some fresh thermal compound on it.
After assembling it all back I had operating temperature drop from almost 80ºC to 63-65ºC. Cool! 😎
