You can just go into Cydia and click on Changes. It will show you all the newly-released packages. I've disabled the theme categories to help me identify the new tweaks and useful apps.

...there isn't a way to disable it quickly, but you don't quite have to uninstall just to turn it off. It's far from ideal, but from SBSettings go to More, then Mobile Substrate Plugins. NoSpot is at the bottom of the list and can be turned off there.

The one catch (besides having to tap a bunch of stuff) is that it will respring to take effect when turning on or off. Better than nothing though.

Also, may it's impossible to do without a respring anyway.
 
Silly questions: what happens if I change my mind and decide I want spotlight search again? Can I "uninstall" the tweak or is there another way to bring up spotlight?

And if I sync my phone ... will the tweak transfer to my new phone or device, whenever I get it?

Of course, use Cydia to remove it.
 
For those that have springtomize - u could used that to disable spotlight & hide page dots instead of downloading individual tweaks
