Just upgraded to iOS 8 GM and I'm not able to delete photos..... Does anyone else have this problem? iCloud Photo Library is turned off and all of these pictures are stored locally.

For me they go into a "Deleted Photos" album and are automatically deleted after 30 days but you can tap on "Edit" in the upper right and manually delete them.
 
When I attempt to delete photos, the trash can icon is greyed out and therefore I have no option to even send the photos to the Recently Deleted folder.

Did you sync those photos from iTunes?

Can you take a new photo with the camera and delete it?

Nope, all of the photos have been stored on my device and aren't synced with iTunes. Just tried taking a picture and I can't delete it.
 
Oh! Yeah that seems confusing..... I meant I upgraded to iOS8 GM, then wiped my phone and started from scratch.

That does seem odd. I would try putting your phone in DFU mode and restoring from the GM that way. Maybe upgrading from the beta caused some issues.
