Hello, I bought my iPhone 6s+ around Christmas. Recently I often receive a message saying:

Not Enough Storage
This iPhone cannot be backed up because there is not enough iCloud storage available. You can manage your storage in Settings.

I checked my iCloud storage. It has 3.45GB unused space. There is nothing in it expect there is an automatically created folder called something like textedit with 0 item.

What is going on?

You might had accidentally tried to dump a large file(s) or it was a temporary glitch; however, if that isn't the case and you can't store files on iCloud I would contact Apple.

If you click on the backup for your phone in the iCloud Storage settings it will show the size of the next backup. Check to see if there's anything really large trying to backup that you may want to turn off. If this isn't an issue but you still can't backup, restore your phone and see if that helps. You can do a local backup on any computer with iTunes if you have anything that you want to keep. This was happening with my iPad after I upgraded to iOS 9, and the restore fixed it.

If you click on the backup for your phone in the iCloud Storage settings it will show the size of the next backup.

Thanks. Under Storage, I have somethings like:

All storage: 5GB
Usable storage: 3.4GB
Manage storage:

my phone: 1.5GB
document and data: Warhammer 40,000: Freeblade 45.7kb

Don't know what the last one is.

I clicked on "my phone". I have:

Latest backup: 2016/1/26
Backup size: 1.5GB

Next backup size: 10.1 GB
Photo library: 21.4GB
QQ: 82.5 MB
LINE: 2.1MB
Dolphan: 1.3MB
Youtube: 1.3MB
iTunes U: 1.1MB
.. long list

What kind of backup up are these apps trying to make? I cannot understand why apps especially QQ and Youtube need to make backup. I don't use QQ often. Just to maintain contact with a few friends.

Is it ok to turn off backup and remove of all apps?

Your phone needs to send 10.1 GB of data and, as you said, you only have 3.4 GB available. Either buy more storage or turn off backups for your photo library.
