Not getting ios update notifications

My iPhone 4s gets notifications when there is an update to ios, but my wife's iPhone 4s doesn't get the notifications. Why not?

Is there anything obviously different about the two? One JB and one not? Some folks say you can't update OTA over cellular but if true I don't know if that prevents the notification.

The notifications are delivered via the phone line. Downloading the update requires wifi. If you haven't performed a reset, I'd start there.
