So I've had my watch series 3 for a few weeks now and ever so often I don't get anymore sound from the watch and the only way to get it back is to power off then turn back on.. I have the newest update for the watch.. this has been annoying because I only know is when I'm making a call from the watch I don't hear anything about all.
 
Did you set up the watch as new, or have you re-paired it from a previous backup? If you have tried that before, I suggest you take your watch to the Genius Bar, and explain to them in detail what has been happening.
 
Do you ‘have the volume turned down in the watch settings? Sorry, Just realized you said it works than doesn’t work.

So it's definitely software related if it's making sounds when you power it back on versus not making sounds at all. I would perhaps try a hard reset by holding down the the power button and Digital Crown for ten seconds to see if it clears any glitches.
 
I will try a hard reset next when it happens it's just it's frustrating.
 
Might be worth un-pairing then setting up as a new watch. I've had a Series 0 since release and recently updated to a Series 3. In all that time I have had to do that once due to a bug.

make sure the BELL is not red - slide up from the bottom

With over 40 ? apps on my watch Some do seem to mess with sound behind my back

I love how it works with the air pods so bluetooth can also direct the sound to another place
 
Sounds like maybe you have DND enabled on your phone. It will be mirrored onto your Apple Watch.
