Not really understanding live wallpaper

On my new 6s+, I can get the live wallpaper to move on the lock screen, but not the home screen. It's just the way it is supposed to be or is there a way to get the live wallpaper to move on the home screen?

AFAIK, it only works on the lock screen.

Only lockscreen. Would not make sense with your apps and also would interfer with quick actions on app icons.
