Not Receiving Notifications Since Software Update

Last night I updated my software to 4.3.1 and have since stopped receiving all notifications. I did all of the normal troubleshooting: restarting my watch and phone, turned bluetooth off/on, made sure do not disturb wasn't accidentally turned on, and none of it worked.

Does anyone have advice on how to fix?

On the Watch, scroll up from the bottom to bring up Control Center and make sure DND, mute and theater mode are not on. There should be no toggle on except for WiFi or cellular. I have no issue with Watch notification.

Siri works but no longer talks after my update. Rebooted and not on DND.

She has become mute!
